Description
A result of the landscape charter of Alt Penedès signed in 2004, the municipal ordinance guide-model regulating the rural and peri-urban landscape is an instrument provided by Alt Penedès County Council to guide all town councils in the county interested in establishing landscape regulations. The ordinance model is intended to regulate spaces and buildings used for agriculture and winegrowing from a landscape perspective; forest areas and residential areas; industrial, commercial and service sector spaces and sectors of economic activity; road networks; service infrastructure; mining activities; and the river network in order to improve landscape integration and quality. Interested town councils may adapt an ordinance model to suit their landscape regulations and needs that will be binding and enforceable once it is approved. Furthermore, the criteria collected in the ordinance guide-model may be used to make occasional additions to spatial planning in the towns and resolve specific problems.

Description
The Granollers Municipal Ordinance for the Uses of Landscape and Advertising aims to regulate the uses and activities that produce an effect on different landscape types and elements, visual and scenic items, and their values, to ensure sustainable use of the landscape, landscape management, and preservation of the landscape's most noteworthy characteristics. The ordinance governs general aspects such as the colour chart, building illumination and other characteristics of urban landscape like exposed party walls. It also regulates the uses of peri-urban landscape, landscape comprising industrial estates, and advertising. The ordinance has the specific objectives of: establishing the concept of landscape as a public and shared asset, and generating the resources required for protecting, maintaining and improving it; creating a culture of heritage maintenance, which promotes the protection, conservation, valuation, dissemination and upholding of aesthetic, archaeological, architectural, historical, and social values and elements of interest; prioritising and promoting citizen participation in taking responsibility for maintaining and reclaiming landscape; and establishing the general conditions that the different elements of landscape are to adhere to.

Description
The current municipal ordinance on urban landscape use in Barcelona, which springs from the 1999 ordinance of the same name, aims to protect, maintain and improve the essential values of the urban landscape, as well as the image of the city of Barcelona. Thus, it regulates the protection and enhancement of the urban landscape and establishes a system of use. The ordinance regulates the use of public spaces, façades, party walls, roofs and decks and communication infrastructure, among other aspects, and focuses on elements such as stationary and mobile advertising, signs of establishments, restaurant patios, antennae, alarms, vending machines, display stands, planters, exterior scaffolding, lighting, temporary installations (fairs and markets), air conditioning units and solar collectors, etc.

Description
This municipal ordinance establishes landscape criteria for planning non-developable land in the town of Espolla (Girona). It regulates the integration of new construction, renovation work (conservation, refurbishment, rehabilitation, reconstruction) and the maintenance of homes, animal shelters and storehouses, as well as other elements (fences, signposting, vegetation, etc.) on non-developable land. To do so, it establishes common criteria for landscape planning, such as insertion in the place, colours, façades, materials, roofs, etc., for the purpose of protecting and improving the landscape regarding both the flat terrain of Els Aspres and the scenic backdrop of Albera, factors that give identity to the town of Espolla. The ordinance is binding and enforceable for all actions carried out within the area it regulates.

Guidelines for planning and scheduling the PLU of Narbonne

Description
The temporary version of the planning and scheduling guidelines (or OAPs, from the French Orientation d'Aménagement et de Programmation) of the local urban development plan (PLU) for the city of Narbonne is a set of orientative, almost project-specific regulations applicable to some strategic sectors defined in the PLU based on the assessment and proposal of objectives created by the plan, which need not be areas of new urban development because consolidated urban areas are also reconsidered. The OAPs are binding and enforceable, since they form part of urban planning standards (Article L123-1-4 of the French Urban Planning Code). The OAPs of the PLU of Narbonne deal with environmental, landscape and heritage aspects, as well as urban planning needs, under a shared vision so that comprehensive solutions are obtained in each strategic sector, classified according to their objective: places for restructuring avenues and urban connections, places for integrating new residential areas and managing the transition between the city and the country, places for integrating new residential areas and promoting functional diversity, places for entering the city that must be rezoned and places for developing a dynamic economy. Another important feature of the OAPs of Narbonne is their presentation in highly detailed city maps that situate and graphically express each objective and proposal for action to be carried out in each strategic area.

Description
The city of Neerijnen is near the Waal River, nestled in a landscape of floodplains used for agriculture and dykes and canals that shape the character of the landscape. The local residents appreciate their landscape, which is why the city views it as essential to make sure that new development is consistent with the quality of the landscape and helps to enrich its cultural heritage at the same time. The Welstandsbeleid (which could be translated as ‘local regulation for quality') aims to serve as a framework document that establishes the main characteristics of the aesthetic quality or image of the city. In this case, the Welstandsbeleid is also considered a framework for evaluating all development plans in the city. The regulations were created with intensive participation from interest groups and the general public, which allowed for the plan to be fully accepted and for local knowledge about the landscape to be added to it. The Welstandsbeleid includes a description of the history and development of the city of Neerijnen and of the constructive features found in each area. Once the analysis is done, the quality of the landscape is evaluated and an entire series of criteria is established to guarantee and improve its quality. These criteria are applicable to commercial, residential and agricultural buildings, dykes and areas of economic activity. The criteria, which are binding for obtaining building and installation licenses, are exemplified with illustrations to make them easier to understand.
