Regional Natural Park of the Catalan Pyrenees Charter

Charte du Parc Naturel Régional des Pyrénées Catalanes

France / Languedoc-Roussillon

Scope of application:

The Regional Natural Park of the Catalan Pyrenees covers an area of 137,000 hectares and includes 64 municipalities with around 23,000 inhabitants. It consists of mountainous territory in the southernmost point of the Languedoc-Roussillon region, which forms a border with Catalonia and Andorra via the Pyrenees. The park has different themed commissions (urban planning, energy, climate, agriculture, tourism, winter and snow sports, Catalan heritage and culture, natural areas, cooperation, finance, and others, which feature representatives of local organisations and territorial agents. The park comprises a collaborative working framework and a brand that boosts local economic development based on landscape quality. The charter defines the roadmap for public and private agents to manage the territory during the period of 2014 to 2027, approved following an extensive public participation process. The charter includes a schedule of priority actions to be conducted over the first three years and lists the managers and budgets required. These actions include: renovating crop irrigation channels; promoting good practices for the use of water; integrating the valuation of forest areas in territorial dynamics; setting up a forum for the exchange of information to resolve potential conflicts of use between human activity and the landscape; linking different councils' urban planning documents with the charter's general objectives; and integrating the conservation of green corridors in the general strategy for territorial management.
